A page is a list of sections, not a file of markup
The editor shows the page the way it is built: top to bottom, section after section. Everything a visitor sees sits inside one of those blocks, and every block has its own set of fields.
The list of sections is the page
Sections sit in the order a visitor meets them. Drag the testimonials block above the prices and it is above the prices on the site. There is no separate "now publish the layout" step: the order in the editor and the order on the page are the same thing.
